No. Agencies without cost report data receive a neutral score (50/100) on the cost efficiency component rather than being excluded. The score is still computed from the other three components. The Methodology section of each report notes which agencies had complete vs. partial cost data.

Scores are recomputed monthly as CMS Provider Data Catalog data refreshes. VBP scores update when CMS publishes new performance year data (typically annually). HCRIS cost reports update on a rolling basis as agencies file. Each report includes a data vintage table showing the exact refresh date for each source layer.
